Commission Implementing Decision (EU) 2025/1287 of 25 June 2025 amending Implementing Decision (EU) 2024/2207 concerning certain emergency measures relating to sheep pox and goat pox in Greece (notified under document C(2025) 4273)

Official Journalof the European Union ENL series
2025/1287 30.6.2025
(1) Sheep pox and goat pox is an infectious viral disease affecting caprine and ovine animals and it can have a severe impact on the concerned animal populations and the profitability of farming causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries.
(2) In the event of an outbreak of sheep pox and goat pox in caprine or ovine animals, there is a serious risk of the spread of that disease to other establishments of caprine or ovine animals.
(3) Commission Delegated Regulation (EU) 2020/687(2)supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Commission Implementing Regulation (EU) 2018/1882(3). In particular, Articles 21 and 22 of Delegated Regulation (EU) 2020/687 provide for the establishment of a restricted zone in the event of an outbreak of a category A disease, including sheep pox and goat pox, and for certain measures to be applied therein. Article 21(1) of that Delegated Regulation provides that the restricted zone is to comprise a protection zone, a surveillance zone, and, if necessary, further restricted zones around or adjacent to the protection and surveillance zones.
(4) In order to address outbreaks of sheep pox and goat pox in Greece, notified in August 2024, the Commission adopted Commission Implementing Decision (EU) 2024/2207(4), which lays down certain emergency measures relating to that disease in Greece. In particular, it provides that the protection, surveillance, and further restricted zones to be established by that Member State, in accordance with Delegated Regulation (EU) 2020/687, are to comprise at least the areas listed in the Annex to that Implementing Decision.
(5) Since the last amendment of Implementing Decision (EU) 2024/2207, Greece has notified the Commission of sixty four new outbreaks of sheep pox and goat pox, which were reported between 16 May and 12 June 2025, in establishments where ovine and caprine animals were kept, in the regional units of Chalkidiki, Aetolia-Acarnania, Phocis, Xanthi, Magnesia, Evros and Larisa, within the boundaries of previously established restricted zones. Many of these outbreaks were confirmed in areas where all previous protection and surveillance zones had been lifted and the last outbreak in the same area has been reported up to more than forty five days earlier.
(6) In light of the current epidemiological situation, there is a high risk of continuous persistence and further spread of the disease as outbreaks continue to be reported in regional units such as Chalkidiki, Aetolia-Acarnania, Phocis, Xanthi and Magnesia, a fact suggesting that the disease continues to circulate despite the measures already put in place in accordance with Delegated Regulation (EU) 2020/687.
(7) Therefore, the areas listed as protection, surveillance, and further restricted zones for Greece in the Annex to Implementing Decision (EU) 2024/2207, as well as the duration of the measures applicable therein, should be adjusted in order to prevent the further spread of the disease in Greece or to the rest of the Union. Accordingly, it is necessary to amend the list of restricted zones, and the duration of the measures to be applied therein, set out in the Annex to that Implementing Decision.
(8) The size of the protection, surveillance, and further restricted zones, and the duration of the measures to be applied therein, are based on the criteria laid down in Article 64(1) of Regulation (EU) 2016/429, as well as the rules laid down in Delegated Regulation (EU) 2020/687. The criteria applied for the choice of the size of the protection, surveillance, and further restricted zones, as well as of the duration of the measures to be applied therein, include a consideration of not only the epidemiological situation as regards sheep pox and goat pox in the areas affected by that disease, but also of the overall epidemiological situation of sheep pox and goat pox in the entire territory of the Member State concerned by that disease, as well as the level of risk for the further spread of the disease. The chosen duration of the measures has also taken into account the international standards of the Terrestrial Animal Health Code of the World Organisation for Animal Health(5).
(9) In addition, in view of the continuation of the epidemic of sheep pox and goat pox in Greece, without interruption, for more than nine months to date and the recurrence of the disease in areas where it was previously considered to have been eradicated, it is necessary to implement additional restrictions in relation to movements of sheep and goats, and in relation to dairy products thereof, from establishments located in the restricted zones, and suspend the restocking of previously affected establishments, with a view to stopping further disease circulation and spread.
(10) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
1. In Article 3, point b is replaced by the following:‘(b)movements of sheep and goats from protection and surveillance zones to a destination located within the external perimeter of the immediately surrounding further restricted zone and from a further restricted zone to a destination located within the external perimeter of this further restricted zone, shall only be permitted under the following conditions:(i)they are authorised by the competent authority;(ii)a number of randomly selected animals, within the same lot to be moved, sufficient to detect 10 % disease prevalence with 95 % level of confidence, have been sampled and subjected to a PCR test of saliva samples, collected within 48 hours before movement, with negative results;(iii)the animals are moved directly to a slaughterhouse located within the external perimeter of the same further restricted zone as the establishment of origin, for the purpose of immediate slaughter, until the dates listed for each such protection, surveillance and further restricted zone in the Annex;’ ‘(b) movements of sheep and goats from protection and surveillance zones to a destination located within the external perimeter of the immediately surrounding further restricted zone and from a further restricted zone to a destination located within the external perimeter of this further restricted zone, shall only be permitted under the following conditions:(i)they are authorised by the competent authority;(ii)a number of randomly selected animals, within the same lot to be moved, sufficient to detect 10 % disease prevalence with 95 % level of confidence, have been sampled and subjected to a PCR test of saliva samples, collected within 48 hours before movement, with negative results;(iii)the animals are moved directly to a slaughterhouse located within the external perimeter of the same further restricted zone as the establishment of origin, for the purpose of immediate slaughter, until the dates listed for each such protection, surveillance and further restricted zone in the Annex;’ (i) they are authorised by the competent authority; (ii) a number of randomly selected animals, within the same lot to be moved, sufficient to detect 10 % disease prevalence with 95 % level of confidence, have been sampled and subjected to a PCR test of saliva samples, collected within 48 hours before movement, with negative results; (iii) the animals are moved directly to a slaughterhouse located within the external perimeter of the same further restricted zone as the establishment of origin, for the purpose of immediate slaughter, until the dates listed for each such protection, surveillance and further restricted zone in the Annex;’

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on transmissible animal diseases and amending and repealing certain acts in the area of animal health (‘Animal Health Law’) (1), and in particular Article 259(1) thereof,
Whereas:
(1) Sheep pox and goat pox is an infectious viral disease affecting caprine and ovine animals and it can have a severe impact on the concerned animal populations and the profitability of farming causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries.
(2) In the event of an outbreak of sheep pox and goat pox in caprine or ovine animals, there is a serious risk of the spread of that disease to other establishments of caprine or ovine animals.
(3) Commission Delegated Regulation (EU) 2020/687 (2) supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Commission Implementing Regulation (EU) 2018/1882 (3).
(4) In order to address outbreaks of sheep pox and goat pox in Greece, notified in August 2024, the Commission adopted Commission Implementing Decision (EU) 2024/2207 (4), which lays down certain emergency measures relating to that disease in Greece.
The chosen duration of the measures has also taken into account the international standards of the Terrestrial Animal Health Code of the World Organisation for Animal Health (5).
(10) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,
HAS ADOPTED THIS DECISION:

Amendments to Implementing Decision (EU) 2024/2207

Implementing Decision (EU) 2024/2207 is amended as follows:

Council Decision (EU) 2025/1286 of 20 June 2025 authorising the opening of negotiations with the United Kingdom of Great Britain and Northern Ireland for an agreement on a youth experience scheme

Official Journalof the European Union ENL series
2025/1286 1.7.2025
(1) The Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part (the ‘Trade and Cooperation Agreement’)(1)has applied since 1 January 2021. It is, together with the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community (the ‘Withdrawal Agreement’)(2), the cornerstone for bilateral relations between the Union and the United Kingdom of Great Britain and Northern Ireland (the ‘United Kingdom’).
(2) While the Trade and Cooperation Agreement provides for social security coordination that supports the mobility of persons under the domestic law of either Party and contains rules on the entry and temporary stay of natural persons for business purposes that address instances of temporary stay for a specific purpose, such as the provision of services, it does not address mobility per se, i.e. the possibility for a national of one Party to reside or stay in the territory of the other Party. Instead, mobility between the Union and the United Kingdom is now governed by the respective domestic immigration rules of the Union and its Member States and of the United Kingdom. This has resulted in decreased numbers of persons exercising mobility between the Union and the United Kingdom. It has particularly affected the opportunities for young persons of the Union and the United Kingdom to gain experience abroad in each other’s territory and to benefit from youth, cultural and educational and research and training exchanges.
(3) In the course of 2023, the United Kingdom approached several Member States with the intention of negotiating bilateral arrangements on youth mobility, modelled upon the United Kingdom’s youth mobility visa scheme. Different arrangements at national level would result in differential treatment of Union citizens. Moreover, such an approach would not address the main barriers to mobility experienced by young people.
(4) Negotiations should therefore be opened with a view to concluding a supplementing agreement, within the meaning of Article 2 of the Trade and Cooperation Agreement, with the United Kingdom on a youth experience scheme (the ‘supplementing agreement’). The Commission should be nominated as the Union negotiator.
(5) A specialised committee should be established to address the matters covered by the supplementing agreement.
(6) In accordance with Article 3 of Protocol No 21 on the position of the United Kingdom and Ireland in respect of the area of freedom, security and justice, annexed to the Treaty on European Union (TEU) and to the Treaty on the Functioning of the European Union (TFEU), Ireland has notified, by letter of 3 March 2025, its wish to take part in the adoption and application of this Decision.
(7) In accordance with Articles 1 and 2 of Protocol No 22 on the position of Denmark, annexed to the TEU and to the TFEU, Denmark is not taking part in the adoption of this Decision and is not bound by it or subject to its application.
(8) The envisaged supplementing agreement should not affect the right of Member States to determine volumes of admission of third-country nationals in accordance with Article 79(5) TFEU. The protection of national security remains the sole responsibility of each Member State in accordance with Article 4(2) TEU,
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 79(2), in conjunction with Article 218(3) and (4) thereof,
Having regard to the recommendation from the European Commission,
Whereas:
(1) The Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part (the ‘Trade and Cooperation Agreement’) (1) has applied since 1 January 2021. It is, together with the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community (the ‘Withdrawal Agreement’) (2), the cornerstone for bilateral relations between the Union and the United Kingdom of Great Britain and Northern Ireland (the ‘United Kingdom’).

The protection of national security remains the sole responsibility of each Member State in accordance with Article 4(2) TEU,
HAS ADOPTED THIS DECISION:
The Commission is hereby authorised to open negotiations with the United Kingdom of Great Britain and Northern Ireland for an agreement on a youth experience scheme.
The Commission is hereby nominated as the Union negotiator.
The negotiations shall be conducted in consultation with the Working Party on the United Kingdom and in accordance with the directives contained in the addendum to this Decision, subject to any directives which the Council may subsequently issue to the Commission.
This Decision is addressed to the Commission.

Council Decision (EU) 2025/1285 of 20 June 2025 on the position to be taken on behalf of the European Union within the International Maritime Organization’s Maritime Safety Committee at its 110th session as regards the adoption of amendments to the International Convention for the Safety of Life at Sea (SOLAS), 1974, the 1994 International Code of Safety for High-Speed Craft (1994 HSC Code) and the 2000 International Code of Safety for High-Speed Craft (2000 HSC Code)

2025/1285 1.7.2025
(1) Action by the Union in the sector of maritime transport should aim to improve maritime safety and to protect the marine environment and human health.
(2) The Maritime Safety Committee (MSC) of the International Maritime Organization (IMO), at its 110th session from 18 to 27 June 2025 (‘MSC 110’), is expected to adopt amendments to the International Convention for the Safety of Life at Sea (SOLAS), 1974, the 1994 International Code of Safety for High-Speed Craft (‘1994 HSC Code’) and the 2000 International Code of Safety for High-Speed Craft (‘2000 HSC Code’).
(3) It is appropriate to establish the position to be taken on the Union’s behalf at MSC 110, as the envisaged amendments to SOLAS, the 1994 HSC Code and the 2000 HSC Code are capable of decisively influencing the content of Union law, namely Directive 2009/45/EC of the European Parliament and of the Council(1)and Commission Implementing Regulation (EU) 2024/1975(2).
(4) The Union should support the amendments to Chapter II-1 of SOLAS, because they will provide clarification and certainty on the application of the International Code of Safety for Ships using Gases or Other Low-flashpoint Fuels (‘IGF Code’) to gaseous fuels. The Union should support the amendments to Chapter II-2 of SOLAS, because they will ensure consistent implementation of that chapter for passenger ships and cargo ships. The Union should support the amendments to Chapter V of SOLAS, because they will improve the safety of pilots at sea. The Union should also support the amendments to the 1994 HSC Code and the 2000 HSC Code because they will align the lifejacket carriage requirements with the requirements in Chapter III of SOLAS and improve the safety of infants in the event of an accident.
(5) The Union is neither a member of the IMO nor a contracting party to SOLAS and its related mandatory codes. The Council should therefore authorise the Member States to express the position of the Union at MSC 110.
(6) The scope of this Decision should be limited to the content of the proposed amendments, to the extent that they are capable of affecting Union common rules and fall under the exclusive competence of the Union. This Decision should not affect the division of competences between the Union and the Member States,
