Council Decision (EU) 2025/1967 of 16 September 2025 on the position to be taken on behalf of the European Union within the Committee of Ministers of the Council of Europe on the extension of the deadline for accession of Kazakhstan to the Council of Europe Convention on preventing and combating violence against women and domestic violence, with regard to matters related to judicial cooperation in criminal matters, asylum and non-refoulement

Official Journalof the European Union ENL series
2025/1967 29.9.2025
(1) The Council of Europe Convention on preventing and combating violence against women and domestic violence (the ‘Convention’) was concluded by the Union by Council Decision (EU) 2023/1075(1)with regard to the institutions and public administration of the Union, and by Council Decision (EU) 2023/1076(2)with regard to matters related to judicial cooperation in criminal matters, asylum and non-refoulement, and entered into force for the Union on 1 October 2023. There are currently 39 Parties to the Convention, including the Union and 22 Member States.
(2) The Committee of Ministers of the Council of Europe (the ‘Committee of Ministers’) is the Council of Europe’s decision-making body. Each of the 46 members of the Council of Europe is entitled to one representative on the Committee of Ministers, and each representative is entitled to one vote. All Member States are members of the Council of Europe and thus represented in the Committee of Ministers.
(3) Pursuant to Article 76(1) of the Convention, the Committee of Ministers may, after consultation of the Parties to the Convention and obtaining their unanimous consent, decide to invite a non-member State of the Council of Europe to accede to the Convention. Such decision requires a two-thirds majority of the Committee of Ministers and unanimous vote of the representatives of the Parties to the Convention entitled to sit on the Committee of Ministers.
(4) On 22 April 2020, the Committee of Ministers decided to invite Kazakhstan to accede to the Convention. Pursuant to that decision, the invitation was valid for five years from its adoption, that is until 23 April 2025.
(5) By a letter dated 3 April 2025, Kazakhstan requested an extension of the deadline for the accession of Kazakhstan to the Convention of two years, that is until 23 April 2027, to be able to complete its internal procedures.
(6) The Committee of Ministers, at its meeting in September 2025, is expected to adopt a decision granting Kazakhstan a two-year extension of the deadline for accession to the Convention.
(7) It is appropriate to establish the position to be taken on the Union’s behalf within the Committee of Ministers with regard to the extension of the deadline for accession of Kazakhstan to the Convention, as such extension could have legal effects upon the Union. The effect of the extension would be renewal of the expired invitation to Kazakhstan to accede to the Convention, and therefore could lead to the establishment of treaty relations between the Union and Kazakhstan in the framework of the Convention. The effects of the extension could also influence the way in which decisions are taken within the Committee of the Parties of the Convention.
(8) The accession of Kazakhstan to the Convention would be beneficial for the Union, since it would extend the Convention’s ambitious standards to that country. The Union’s position should therefore be to grant Kazakhstan the two-year extension of the deadline for the accession to the Convention in order for Kazakhstan to complete its internal procedures.
(9) As the Union is not a member of the Council of Europe, but all Member States are, the Union’s position is to be expressed by the Member States, acting jointly.
(10) In accordance with Articles 1 and 2 of Protocol No 21 on the position of the United Kingdom and Ireland in respect of the area of freedom, security and justice, annexed to the Treaty on European Union (TEU) and to the Treaty on the Functioning of European Union (TFEU), and without prejudice to Article 4 of that Protocol, Ireland is not taking part in the adoption of this Decision and is not bound by it or subject to its application

Commission Implementing Decision (EU) 2025/1954 of 22 September 2025 amending the Annex to Implementing Decision (EU) 2025/1767 concerning certain emergency measures relating to sheep pox and goat pox in Romania (notified under document C(2025) 6527)

Official Journalof the European Union ENL series
2025/1954 26.9.2025
(1) Sheep pox and goat pox is an infectious viral disease affecting caprine and ovine animals and can have a severe impact on the concerned animal population and the profitability of farming causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries.
(2) In the event of an outbreak of sheep pox and goat pox in caprine or ovine animals, there is a serious risk of the spread of that disease to other establishments of caprine or ovine animals.
(3) Commission Delegated Regulation (EU) 2020/687(2)supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Commission Implementing Regulation (EU) 2018/1882(3). In particular, Articles 21 and 22 of Delegated Regulation (EU) 2020/687 provide for the establishment of a restricted zone in the event of an outbreak of a category A disease, including sheep pox and goat pox, and for certain measures to be applied therein. In addition, Article 21(1) of that Delegated Regulation provides that the restricted zone is to comprise a protection zone, a surveillance zone, and, if necessary, further restricted zone around or adjacent to the protection and surveillance zones.
(4) Commission Implementing Decision (EU) 2025/1767(4)was adopted following outbreaks of sheep pox and goat pox in Romania, and it lays down emergency measures to be taken by that Member State. More particularly, Implementing Decision (EU) 2025/1767provides that the protection and surveillance zones to be established by Romania, in accordance with Article 21 of Delegated Regulation (EU) 2020/687, are to comprise at least the areas listed in the Annex to that Implementing Decision. Implementing Decision (EU) 2025/1767 also provides that the measures required to be applied in the protection and surveillance zones are to be applied until the dates listed in the Annex thereto.
(5) Since the adoption of Implementing Decision (EU) 2025/1767, Romania has notified the Commission of two additional outbreaks of sheep pox and goat pox in establishments where ovine and caprine animals were kept, located in the county of Teleorman, one outside the already established restricted zone- listed in the Annex to that Implementing Decision.
(6) Therefore, the restricted zone, comprising protection and surveillance zones in Romania, set out in the Annex to Implementing Decision (EU) 2025/1767should be adjusted, both spatially and temporally, in order to prevent the further spread of sheep pox and goat pox in the territory of Romania and to the rest of the Union.
(7) In addition, in order to minimise the risk of the further spread of the disease, it is also necessary to prolong the duration of the protection and surveillance zones set out in the Annex to Implementing Decision (EU) 2025/1767.
(8) The size of the protection and surveillance zones, and the duration of the measures to be applied therein, is based on the criteria set out in Article 64(1) of Regulation (EU) 2016/429, as well as on the rules laid down in Delegated Regulation (EU) 2020/687. The criteria applied for the choice of the size of the protection and surveillance zones, as well as of the duration of the measures to be applied therein, include a consideration of not only the epidemiological situation as regards sheep pox and goat pox in the areas affected by that disease, but also of the overall epidemiological situation of sheep pox and goat pox in the entire territory of Romania, and of the level of risk for the further spread of the disease. For the determination of the duration of the measures the international standards of the Terrestrial Animal Health Code of the World Organisation for Animal Health(5)have also been taken into account.
(9) Given the urgency of the epidemiological situation in the Union as regards the spread of sheep pox and goat pox, and the need to prevent that disease from spreading from the affected establishments in Romania to other parts of that Member State or to other Member States, the amendments to be made to Implementing Decision (EU)2025/1767, by this Decision should take effect as soon as possible.
(10) The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on Plants, Animals, Food and Feed,

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2016/429 of the European Parliament and of the Council of 9 March 2016 on transmissible animal diseases and amending and repealing certain acts in the area of animal health (‘Animal Health Law’) (1), and in particular Article 259(1) thereof,
Whereas:
(1) Sheep pox and goat pox is an infectious viral disease affecting caprine and ovine animals and can have a severe impact on the concerned animal population and the profitability of farming causing disturbance to movements of consignments of those animals and products thereof within the Union and exports to third countries.
(2) In the event of an outbreak of sheep pox and goat pox in caprine or ovine animals, there is a serious risk of the spread of that disease to other establishments of caprine or ovine animals.
(3) Commission Delegated Regulation (EU) 2020/687 (2) supplements the rules for the control of the listed diseases referred to in Article 9(1), points (a), (b) and (c), of Regulation (EU) 2016/429, and defined as category A, B and C diseases in Commission Implementing Regulation (EU) 2018/1882 (3).
(4) Commission Implementing Decision (EU) 2025/1767 (4) was adopted following outbreaks of sheep pox and goat pox in Romania, and it lays down emergency measures to be taken by that Member State.
For the determination of the duration of the measures the international standards of the Terrestrial Animal Health Code of the World Organisation for Animal Health (5) have also been taken into account.

Council Decision (EU) 2025/1947 of 18 September 2025 on the position to be taken on behalf of the European Union within the Association Council established by the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Kingdom of Morocco, of the other part, with regard to a decision amending Protocol 4 to that Agreement concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation

Official Journalof the European Union ENL series
2025/1947 24.9.2025
(1) The Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Kingdom of Morocco, of the other part(1)(the ‘Agreement’) was concluded by the Union by means of Decision 2000/204/EC, ECSC of the Council and of the Commission(2). Protocol 4 concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation (‘Protocol 4’) forms part of the Agreement.
(2) Pursuant to Article 39 of Protocol 4, the Association Council established by Article 78 of the Agreement (the ‘Association Council’) can decide to amend the provisions of Protocol 4.
(3) At its next meeting or by an Exchange of Letters, the Association Council is to adopt a decision amending Protocol 4 to the Agreement.
(4) It is appropriate to establish the position to be taken on the Union’s behalf within the Association Council as the decision of the Association Council will have legal effects.
(5) The Regional Convention on pan-Euro-Mediterranean preferential rules of origin(3)(the ‘Convention’) was concluded by the Union by means of Council Decision 2013/94/EU(4)and entered into force in relation to the Union on 1 May 2012. The Kingdom of Morocco (‘Morocco’) is also a Contracting Party to the Convention.
(6) The Convention lays down provisions on the origin of goods traded under relevant agreements concluded between the Contracting Parties to the Convention. The Convention applies without prejudice to the principles laid down in those relevant agreements.
(7) The Convention was amended by Decisions No 1/2023 of 7 December 2023(5), No 1/2024(6)and No 2/2024(7)of 12 December 2024 of the Joint Committee of the Regional Convention on pan-Euro-Mediterranean Preferential Rules of Origin.
(8) Article 6 of the Convention provides that each Contracting Party is to take appropriate measures to ensure that the Convention is effectively applied. To that effect, the Association Council should adopt a decision introducing a dynamic reference to the Convention in Protocol 4, so as to ensure that the latest version of the Convention in force is always referred to.
(9) The Union and Morocco have agreed to apply a set of transitional rules of origin reflecting those of the amended Convention, which may be used bilaterally until 31 December 2027 or until the Convention, as last amended and published in theOfficial Journal of the European Union, is published in the Official Gazette of Morocco, whichever occurs first.
(10) Furthermore, following a request from Morocco concerning exports from the Union to Morocco, limited quantities of certain vegetable oils and tobacco products may benefit from preferential treatment under specific conditions for five years from the date of application of the decision of the Association Council amending Protocol 4.
(11) Protocol 4 should therefore be amended to include an alternative set of rules of origin and a quota system for certain vegetable oils and tobacco products.
(12) The position of the Union within the Association Council should therefore be based on the attached draft Decision,
